Wang Hao Chairs Symposium with Entrepreneurs and Experts and Scholars, Emphasizing Firm Confidence and Proactive Action to Make New Contributions to Building a Demonstration Zone for Common Prosperity through High-Quality Development

On the morning of the 4th, Wang Hao, Secretary of the Provincial Party Committee, chaired a symposium in Hangzhou with entrepreneurs and experts and scholars to solicit their views and suggestions on next year’s economic outlook and economic work. At the symposium, ten representatives—Li Shufu, Liu Jie, Liu Bo, Wang Wenjie, Lü Liang, Wang Jiangfeng, Chen Dezhan, Shi Jinchuan, Meng Gang, and Li Jun—spoke in turn. Therefore, it is of paramount importance to do a good job in next year’s economic work. It is essential to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Zhejiang, accurately grasp the major issues facing next year’s economic work, and continuously promote steady and improving economic performance while fostering overall social harmony and stability. Close monitoring and precise analysis of the economic situation are also crucial. At present, strategic opportunities coexist with risks and challenges, and the number of uncertain and hard-to-predict factors is increasing; however, the fundamental conditions and long-term positive trends underpinning China’s economy remain unchanged. Our province enjoys distinct advantages, including a thriving private sector, balanced urban–rural and regional development, a profound cultural heritage, an outstanding ecological environment, and a cadre and public workforce committed to hard work and striving for excellence. Coupled with a series of national strategic advantages—particularly the national policy of supporting major economic provinces to shoulder greater responsibilities—these factors have created significant opportunities for Zhejiang, brimming with substantial development dividends. It is hoped that enterprises will maintain strong confidence, take proactive steps, actively identify, adapt to, and seek change, continuously enhance the quality and efficiency of their development, and make new contributions and assume new responsibilities in advancing high-quality development, achieving decisive progress in building the demonstration zone for common prosperity, and leading the way in presenting a vivid picture of basic socialist modernization. Zhejiang will, through more precise and effective policies and stronger institutional safeguards, create the best business environment for innovation and support enterprises in becoming stronger, better, and larger, thereby realizing high-quality development. Statistical Analysis of the Development of Zhejiang Province’s Construction Industry in the Third Quarter of 2025

In the third quarter of 2025, Zhejiang Province’s total output value of the construction industry reached RMB 1.635697 trillion, a year-on-year decrease of 6%. Specifically, the output value of construction projects amounted to RMB 1.44669 trillion, down 7% year on year; the completed project output value was RMB 748.951 billion, down 4% year on year; and the output value generated outside the province totaled RMB 332.488 billion, a year-on-year decline of 25%. In the same period, construction firms in Zhejiang signed contracts worth RMB 385.5279 billion, a year-on-year decrease of 3%. New contract awards by these firms amounted to RMB 147.2497 billion, down 1% year on year. The floor area under construction for residential buildings stood at 124.26144 million square meters, a year-on-year drop of 12%. Meanwhile, the newly commenced floor area for residential construction reached 25.82353 million square meters, down 5% year on year.

Dadi Steel Structure Achieves Outstanding Results at the Hangzhou “926 Artisan Day Cup” Prefabricated Construction Technician Vocational Skills Competition

On October 28–29, the 2022 Hangzhou “926 Artisan Day Cup” and “Southeast Steel Structure Cup” Vocational Skills Competition for Prefabricated Building Construction Workers was successfully held. Our company sent three contestants to represent Xiaoshan District in the competition, with Wang Jianliang taking first place, Zhang Xing third, and Cao Xiangsen fourth. Dadi Steel Structure was also honored with the Award for Outstanding Organizational Unit. The event was jointly organized by the Hangzhou Municipal Commission of Urban and Rural Construction and the Hangzhou General Federation of Trade Unions, attracting 10 teams from all districts and counties across the city. The competition consisted of two parts: theoretical knowledge and practical skills. The theoretical section primarily assessed technical expertise, quality control, project scheduling, and safety management, featuring a large number of questions within a tight time limit. The practical component was divided into a written presentation and on-site construction, with the former requiring contestants to provide an overview of operational procedures and key construction points related to prefabricated wall panel quality inspection, work-area and lifting-equipment checks, as well as lifting and installation acceptance, while the latter required contestants to install prefabricated wall-panel components based on the written presentation (construction plan).

[Current Affairs Focus] Fiscal Support for Peaking Carbon Emissions and Achieving Carbon Neutrality Brings Another Policy Boost to Prefabricated Construction!

According to a May 30 announcement on the website of the Ministry of Finance, in order to implement the major decisions and arrangements made by the Party Central Committee and the State Council on advancing carbon peak and carbon neutrality, fully leverage the fiscal function, and ensure the timely achievement of these goals, the Ministry of Finance has recently issued the “Opinions on Fiscal Support for Advancing Carbon Peak and Carbon Neutrality.” The Opinions identify six key areas of support: supporting the development of a clean, low-carbon, safe, and efficient energy system; supporting the green and low-carbon transformation of key industries and sectors; supporting innovation in green and low-carbon technologies and the building of foundational capabilities; supporting green and low-carbon lifestyles and the conservation and efficient use of resources; supporting the consolidation and enhancement of carbon sink capacity; and supporting the improvement of the green and low-carbon market system. In terms of fiscal policy measures, the Opinions propose refining the government’s green procurement policies: establishing and improving a standard system for government procurement requirements for green and low-carbon products, and formulating procurement standards for green buildings and green building materials on a category-by-category basis; vigorously promoting the application of prefabricated construction and green building materials to enhance building quality. A responsible official from the Ministry of Finance stated that the next step will be to strengthen the principal responsibility of procuring entities by explicitly incorporating green and low-carbon requirements into government procurement documents and increasing the procurement of green and low-carbon products. In addition, the Opinions call for strengthening the guiding role of fiscal funding: fiscal allocations will be closely aligned with the work arrangements of the Party Central Committee and the State Council on carbon peak and carbon neutrality, with greater emphasis on providing robust support for key industries and sectors. Furthermore, the Opinions advocate for improving market-based and diversified investment mechanisms, including exploring the establishment of a National Low-Carbon Transition Fund and fully leveraging the guiding role of existing government investment funds, such as the National Green Development Fund; encouraging social capital to establish green and low-carbon industry investment funds through market-oriented approaches; and including eligible green and low-carbon development projects within the scope of government bond financing.
