This June marks the 21st National “Work Safety Month,” with the theme “Comply with the Work Safety Law and Fulfill the Duties of the Principal Person in Charge.” In accordance with the unified arrangements of the Office of the State Council Work Safety Committee for carrying out the 2022 National “Work Safety Month” activities, the following notice is hereby issued regarding the implementation of work safety month activities within the housing and urban–rural development system: First, thoroughly study and implement General Secretary Xi Jinping’s important expositions on work safety and strengthen the organization and deployment of related activities; second, publicize and implement the Work Safety Law and reinforce the fulfillment of principal responsibility; third, conduct safety training for all employees and enhance warning education tailored to different categories; fourth, carry out extensive publicity efforts to foster a positive atmosphere for work safety.

Stabilize the Economy! Zhejiang Unveils a Comprehensive Package of 38 Policy Measures Across Eight Areas

Since the beginning of this year, Zhejiang Province has successively formulated and rolled out three batches of policies and measures aimed at ensuring steady progress and quality improvement: the first batch, the “5+4” policy package, was released to the public on January 7; the second batch, introduced in March, comprises measures to stabilize and enhance the performance of the industrial sector and to provide relief to the service industry; and the third batch, issued in April, focuses on alleviating the difficulties faced by small, medium, and micro enterprises as well as individual business households. The successive introduction of these three policy packages has effectively facilitated the implementation and tangible results of the state’s policies on maintaining growth, stabilizing market entities, and safeguarding employment within Zhejiang. Recently, the Party Central Committee and the State Council have made a series of major decisions and arrangements for stabilizing the overall economy. In response, the Zhejiang Provincial Party Committee and the Provincial Government acted swiftly, convening respectively the Provincial Conference on Advancing the Campaign to Ensure Steady Progress and Quality Improvement in the Economy and the Provincial Teleconference on Stabilizing the Overall Economy, to study and formulate a comprehensive package of policies and measures for stabilizing the economy in Zhejiang, which is scheduled to be publicly released in the near future. On the morning of May 31, the Provincial Government Information Office held a press conference on this comprehensive package of policies and measures, providing a brief overview that highlights eight key areas and a total of 38 specific measures. Moving forward, Zhejiang will thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, continue to coordinate epidemic prevention and control with economic and social development in an efficient manner, make every effort to ensure the effective implementation of all policies, vigorously carry out the eight major campaigns to promote steady economic progress and quality improvement, adopt extraordinary measures to overcome development challenges, proactively guide market expectations, stimulate enterprise vitality, and thereby drive a rebound and improvement in the economy in June. The goal is to keep economic performance within an appropriate range, make greater contributions to the national overall situation, and achieve outstanding results in celebration of the successful convening of the 20th National Congress of the Communist Party of China and the 15th Provincial Party Congress.

Shanghai has formulated the “Action Plan for Accelerating Economic Recovery and Revitalization in Shanghai,” which covers eight areas and comprises 50 policy measures.

At the city’s press conference on COVID-19 prevention and control held on the afternoon of May 29, Wu Qing, a member of the Standing Committee of the Shanghai Municipal Party Committee and Executive Vice Mayor, provided an overview of the “Shanghai Action Plan for Accelerating Economic Recovery and Revitalization.” Under the strong leadership of the Party Central Committee and the State Council, with robust support from relevant national authorities, sister provinces, autonomous regions, municipalities, and the People’s Liberation Army, and through the concerted efforts of all residents of the city, significant phased achievements have been made in our city’s COVID-19 response. To thoroughly implement the spirit of General Secretary Xi Jinping’s important speech at the meeting of the Political Bureau Standing Committee of the CPC Central Committee, to earnestly carry out the spirit of the national video and teleconference on stabilizing the overall economy, and in accordance with the requirements of containing the epidemic, stabilizing the economy, and ensuring secure development, we will more forcefully and efficiently coordinate epidemic prevention and control with economic and social development, resolutely win the battle to defend Shanghai and the tough battle to restore and revitalize the economy. With a focus on implementing the state’s comprehensive package of measures to stabilize the economy, and building on earlier research and on listening to the demands and suggestions of various market entities, our city has formulated the “Shanghai Action Plan for Accelerating Economic Recovery and Revitalization” (hereinafter referred to as the “Action Plan”). “Work Plan on Continuously Consolidating the City’s Achievements in Epidemic Prevention and Control at Construction Sites and Solidifying the Foundation for Routine Epidemic Prevention and Control and the Resumption of Work and Production” Issued

In accordance with the decisions and arrangements of the Municipal Party Committee and the Municipal People’s Government to coordinate and advance routine COVID-19 prevention and control at construction sites across the city with the resumption of work and production, the “Work Plan on Continuously Consolidating the Achievements of COVID-19 Prevention and Control at Construction Sites in the City and Solidifying the Foundation for Routine Prevention and Control and Resumption of Work and Production” has been officially issued, thereby laying a solid foundation for the smooth resumption of work and production at construction sites throughout the city.

“Shanghai Municipal Guidelines for Epidemic Prevention and Control during the Resumption of Work and Production at Construction Sites (Version 1.0)” Released

To earnestly implement the municipal Party Committee and municipal government’s overall plan for coordinating epidemic prevention and control with the resumption of work and production, the Municipal Epidemic Prevention and Control Office has issued the “Shanghai Guidelines for Epidemic Prevention and Control during the Resumption of Work and Production at Construction Sites (Version 1.0),” formulated by the Municipal Housing and Urban–Rural Development Administration. These guidelines are designed to facilitate the orderly resumption of work and production at construction sites across the city, while ensuring that epidemic prevention and control measures are fully in place and that workplace safety is rigorously maintained.

Ministry of Housing and Urban–Rural Development: Effective immediately, the “Criteria for Identifying Major Safety Hazards in Construction Projects of Buildings and Municipal Engineering (2022 Edition)” shall be implemented, accompanied by an official interpretation.

Recently, the Ministry of Housing and Urban–Rural Development issued a notice on the promulgation of the “Criteria for Identifying Major Safety Hazards in Construction Projects of Buildings and Municipal Works (2022 Edition),” which shall take effect from the date of its publication. The document stipulates that housing and urban–rural development authorities at all levels shall treat major risk hazards as if they were accidents and shall use the “Criteria” as an important basis for regulatory oversight and law enforcement. To facilitate a better understanding and mastery of the “Criteria,” relevant officials from the Engineering Quality and Safety Supervision Department of the Ministry of Housing and Urban–Rural Development provided an interpretation. The Project “Research on Peak Carbon Emissions and Implementation Pathways in Zhejiang Province’s Construction Industry” Has Been Successfully Accepted

On May 20, 2022, the Zhejiang Provincial Department of Housing and Urban–Rural Development convened an expert acceptance meeting to review and approve the 2021 special procurement project for urban–rural planning and design services, titled “Research on Peaking Carbon Emissions in Zhejiang’s Construction Industry and Pathways to Achievement” (Project No.: ZJZX-202108117), which was undertaken by Zhejiang University Architectural Design Institute Co., Ltd. and other participating institutions (hereinafter referred to as the “Research Project”). The meeting was chaired by Ge Xinhuan, Head of the Science and Technology and Design Division of the Provincial Department of Housing and Urban–Rural Development. The acceptance panel was led by You Jinqiu, Director of the Zhejiang Provincial Standard Design Station, with Professor Xu Lei of Zhejiang University serving as Deputy Leader. Members of the panel included Chen Lijun, Director of the Energy and Environment Research Institute of the Zhejiang Provincial Development Planning Academy; Wang Guoyu, Secretary of the Hangzhou Municipal Survey and Design Industry Association; Jiang Jinsheng, Chief Engineer of Zhongtian Construction Group; Li Guanghua, Deputy Chief Engineer of Hangzhou Architectural Design Institute Co., Ltd.; and Cui Daliang, Deputy General Manager of Zhejiang Greentown Architectural Design Co., Ltd. On May 12, the Ministry of Housing and Urban–Rural Development issued the “14th Five-Year Plan for the Development of the Engineering Survey and Design Industry,” which sets forth the following development goals for the period: the industry will achieve steady growth, with continued expansion in scale and significant improvements in performance; the leading role of survey and design in engineering construction will be further strengthened; relevant laws and regulations governing survey and design will be continuously refined, the market environment will be further optimized, a preliminary integrity system will be established, and the quality of survey and design will be fully assured; the green, industrial, and digital transformation of the engineering survey and design industry will be comprehensively accelerated, with ongoing enhancements in technological management innovation and comprehensive service capabilities, as well as further improvements in standardization and integration, thereby continuously supporting the high-quality development of the construction sector.
