Since the beginning of this year, Zhejiang Province has successively formulated and rolled out three batches of policies and measures aimed at ensuring steady progress and quality improvement: the first batch, the “5+4” policy package, was released to the public on January 7; the second batch, introduced in March, comprises measures to stabilize and enhance the performance of the industrial sector and to provide relief to the service industry; and the third batch, issued in April, focuses on alleviating the difficulties faced by small, medium, and micro enterprises as well as individual business households. The successive introduction of these three policy packages has effectively facilitated the implementation and tangible results of the state’s policies on maintaining growth, stabilizing market entities, and safeguarding employment within Zhejiang. Recently, the Party Central Committee and the State Council have made a series of major decisions and arrangements for stabilizing the overall economy. In response, the Zhejiang Provincial Party Committee and the Provincial Government acted swiftly, convening respectively the Provincial Conference on Advancing the Campaign to Ensure Steady Progress and Quality Improvement in the Economy and the Provincial Teleconference on Stabilizing the Overall Economy, to study and formulate a comprehensive package of policies and measures for stabilizing the economy in Zhejiang, which is scheduled to be publicly released in the near future. On the morning of May 31, the Provincial Government Information Office held a press conference on this comprehensive package of policies and measures, providing a brief overview that highlights eight key areas and a total of 38 specific measures. Moving forward, Zhejiang will thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, continue to coordinate epidemic prevention and control with economic and social development in an efficient manner, make every effort to ensure the effective implementation of all policies, vigorously carry out the eight major campaigns to promote steady economic progress and quality improvement, adopt extraordinary measures to overcome development challenges, proactively guide market expectations, stimulate enterprise vitality, and thereby drive a rebound and improvement in the economy in June. Recently, the Ministry of Housing and Urban–Rural Development issued a notice on the promulgation of the “Criteria for Identifying Major Safety Hazards in Construction Projects of Buildings and Municipal Works (2022 Edition),” which shall take effect from the date of its publication. The document stipulates that housing and urban–rural development authorities at all levels shall treat major risk hazards as if they were accidents and shall use the “Criteria” as an important basis for regulatory oversight and law enforcement.
