Key Takeaway: The Priority Tasks for Housing and Urban–Rural Development in 2026 Have Been Announced!


From December 22 to 23, the National Conference on Housing and Urban–Rural Development was held in Beijing. The conference conducted a comprehensive review of the work carried out in 2025 and systematically summarized the achievements made during the 14th Five-Year Plan period in the development of housing and urban–rural construction, including progress in urban renewal, ensuring timely delivery of homes, promoting “Made in China” construction, and building high-quality housing.

 

The meeting also reviewed and outlined key tasks for the 15th Five-Year Plan period and for 2026. It emphasized that in 2026 priority should be given to four areas: advancing the development of modern, people-centered cities; stabilizing the real estate market; accelerating the quality improvement and upgrading of the construction industry; and strengthening the foundational support for high-quality development. Ni Hong, Secretary of the Party Group and Minister of the Ministry of Housing and Urban–Rural Development, delivered a work report, and members of the Ministry’s Party Leadership Group, including the Vice Ministers and the Chief Engineer, attended the meeting.

The meeting emphasized that the successful convening of the 2025 Central Urban Work Conference has outlined a grand blueprint for building modern, people-centered cities that are innovative, livable, beautiful, resilient, civilized, and smart. Relevant departments are accelerating the issuance of supporting documents to establish a “1+N” policy framework for promoting high-quality urban development. Work conferences on urban development have been held in 19 provinces nationwide, and eight of these provinces have already issued implementation documents.

 

The meeting pointed out that, In 2026, we must focus on four key areas of work.

 

I. Promoting the Construction of a Modern People’s City

 

Carry Out Urban Renewal with High Quality Formulate and implement a special plan for urban renewal during the 15th Five-Year Plan period; vigorously carry out urban health checks and pilot renewal projects; and launch a number of projects aimed at improving people’s livelihoods, promoting development, and enhancing urban safety. With meticulous, “embroidery-like” attention to detail, advance the renovation of old urban residential areas, the development of comprehensive communities, the construction of pocket parks, the opening and shared use of green spaces, the implementation of “warmth projects,” and the transformation of small and micro public spaces in cities, thereby elevating the quality of barrier-free and age-friendly urban environments.

 

High-Quality Implementation of “Two Major” and “Two New” Project Construction Continuously carry out the renovation of underground utility networks and the construction of integrated utility tunnels, and systematically advance the replacement and upgrading of aging urban gas pipelines, with the goal of completing the renovation of 30,000 kilometers of various types of gas pipelines. Actively promote the development of new urban infrastructure, and continue to build urban drainage and flood-prevention systems as well as safety assurance projects for critical urban infrastructure lifelines.


        Enhancing Urban Governance through High Efficiency Promote the establishment of a coordinated and integrated mechanism for urban management, effectively leverage the “one committee, one office, one platform” model, deepen the outreach of urban management services to communities, make full use of mechanisms such as “whistle-blowing and reporting” and “immediate response to complaints,” further reform the urban management and law enforcement systems, and continuously advance the standardization and regularization of urban management and law enforcement teams.

 

Building a Civilized City to High Standards We will improve the system for the protection and inheritance of historical and cultural heritage, make all-out efforts to conduct specialized surveys of old urban areas and historic neighborhoods, carry out in-depth special assessments and monitoring of nationally recognized historic and cultural cities, refine the management system for urban appearance, and leverage small, practical initiatives that benefit people’s daily lives to promote traditional virtues and foster the city’s spirit.


        Promoting Integrated Urban-Rural Development at a High Level Build livable county seats, strengthen the development of small border towns, consolidate the achievements of rural dilapidated-house renovation, launch pilot projects for the protection of distinctive traditional villages, and continue to carry out targeted poverty alleviation and paired assistance efforts.

 

II. Focus on Stabilizing the Real Estate Market

 

Adopt city-specific policies to curb new supply, reduce inventory, and optimize supply. In conjunction with urban renewal and the transformation of village-in-city areas, we will revitalize and make efficient use of existing land reserves, and promote the acquisition of existing commercial housing for use as affordable housing, resettlement housing, dormitories, and talent housing. We will optimize and precisely implement the supply of affordable housing, carry out projects to enhance housing quality, and steadily advance the development of “high-quality housing.”

 

Further leverage the role of the real estate project “whitelist” system. City governments must fully and effectively exercise their autonomy in real estate regulation, make timely adjustments and optimizations to real estate policies, support both first-time homebuyer and upgrade housing demand, and promote the stable operation of the real estate market.


        Accelerate the Development of a New Model for Real Estate Development Systematically establish foundational institutional frameworks: in real estate development, fully implement the project-company structure; in real estate financing, roll out the lead-bank system.

 

III. Accelerating the Quality Improvement and Upgrading of the Construction Industry

 

Promote industrial transformation and upgrading Vigorously develop intelligent and green construction, foster a modernized construction industry chain, accelerate the research, development, and application of new building materials, and expedite the cultivation of new growth drivers for green buildings.

 

Standardize the order of the construction market Conduct in-depth special rectification of prominent problems in engineering tendering and bidding in the housing and municipal sectors.

 

Strengthen On-site Supervision and Management Solidly advance the three-year campaign to address the root causes of workplace safety hazards, and establish a safety management system covering the entire lifecycle of buildings.

 

IV. Strengthening the Foundational Support for High-Quality Development

 

Enhancing the Level of Rule-of-Law Development , improve the standards system, Accelerate the release of a batch of engineering construction standards urgently needed for work. Strengthen statistical analysis, promote the optimization of existing statistical indicators, and enhance the application of statistical data analysis.

 

Enhance digital intelligence levels Strengthen efforts to advance the construction of City Information Modeling (CIM) and promote the deep integration of artificial intelligence with the housing and urban–rural development sectors.

 

Strengthening Support for Science and Technology Talent , formulate a batch of key science and technology research projects, Organize and carry out the “Cultivating Talents” selection.

 

Strengthen News and Publicity Coordinate and leverage the roles of central mainstream media, ministry-level news outlets, and local news media to foster a positive social atmosphere.


        Strengthen international exchanges and cooperation , thereby enhancing the status and competitiveness of “Made in China” in the international market.
