Notice on the 2022 “Work Safety Month” Campaign for the Housing and Urban–Rural Development System

This June marks the 21st National “Work Safety Month,” with the theme “Comply with the Work Safety Law and Fulfill the Duties of the Principal Person in Charge.” In accordance with the unified arrangements made by the Office of the State Council Work Safety Committee for carrying out the 2022 National “Work Safety Month” activities, the following notice is hereby issued regarding the implementation of “Work Safety Month” activities within the housing and urban–rural development system.

I. Thoroughly study and implement General Secretary Xi Jinping’s important expositions on work safety, and strengthen the organization and deployment of related activities.

Housing and urban–rural development authorities and relevant units at all levels must thoroughly study General Secretary Xi Jinping’s important expositions on work safety, deeply recognize the severity and complexity of the current work-safety situation, and earnestly implement the major decisions and arrangements of the Party Central Committee and the State Council on work safety. They should organize in-depth study and publicity of the “Several Measures of the State Council Work Safety Committee on Further Strengthening the Implementation of Work-Safety Responsibilities and Resolutely Preventing and Curbing Major and Especially Serious Accidents” (hereinafter referred to as the “Fifteen Measures for Work Safety”), thoroughly grasp the significant implications, salient features, deployment arrangements, and specific work requirements of these measures, and ensure their effective implementation with a strong sense of political responsibility. In accordance with the requirements of the national “Work Safety Month” campaign and in light of local conditions, they should formulate practical and feasible work plans, make meticulous organizational arrangements and comprehensive deployment, ensure that all activities are carried out in an orderly manner and yield tangible results, and create a favorable and safe environment for the successful convening of the 20th National Congress of the Communist Party of China.

II. Publicize and implement the Work Safety Law, and strengthen the fulfillment of principal responsibility.

Housing and urban–rural development authorities and relevant organizations at all levels shall conduct extensive publicity campaigns on the Work Safety Law, with a particular focus on legal education for key personnel in critical positions, including principal persons in charge of enterprises, project managers, and full-time work safety management personnel. They shall urge enterprise principals to earnestly assume their responsibilities as the “primary person in charge” of work safety, strictly fulfill the seven duties prescribed by the Work Safety Law, and enhance the ability of key personnel to perform their statutory duties in accordance with the law. It is essential to firmly establish the principle that “potential hazards are equivalent to accidents,” vigorously advance nationwide inspections and remediation of urban gas safety, and carry out the aging renewal and upgrading of urban gas pipelines and other infrastructure. The “Criteria for Identifying Major Accident Hazards in Housing and Municipal Engineering Production Safety (2022)” must be conscientiously publicized and implemented, and all parties involved in construction projects must be urged to strictly assume their primary responsibility for identifying and addressing major accident hazards, proactively assessing risks and conducting hazard inspections. In conjunction with the Fifteen Measures for Work Safety and the “Notice of the General Office of the Ministry of Housing and Urban–Rural Development on Thoroughly Implementing the Fifteen Measures for Work Safety and Further Strengthening Work Safety in the Housing and Urban–Rural Development Sector” (Document No. 22 [2022] of the General Office of the Ministry of Housing and Urban–Rural Development), publicity efforts for work safety governance initiatives in housing and municipal engineering projects should be intensified, ensuring that every worker fully understands and internalizes the requirements of these initiatives. In accordance with the unified deployment of the Office of the State Council Work Safety Committee, activities such as “I Am a Safety Whistleblower” and “Identify Hazards Around Me” should be widely carried out to mobilize employees’ initiative and sense of responsibility in supervising enterprises and their principal persons in charge to fulfill their work safety obligations.

III. Conduct comprehensive safety training for all employees and strengthen targeted warning education by category.

Housing and urban–rural development authorities and relevant organizations at all levels shall, in light of local conditions, conduct in-depth safety skills training for safety regulators and practitioners within the housing and urban–rural development sector, establish a regularized training mechanism, focus on enhancing training quality, and elevate the overall safety competence of the industry. Specialized training programs on work safety governance initiatives shall be implemented, with key content including the requirements of such initiatives, criteria for identifying major accident hazards, guidelines for preparing construction plans for hazardous and large-scale projects, lists of construction techniques, equipment, and materials that pose risks to work safety and are slated for phase-out, and other pertinent materials. Strengthening cautionary education, organizing screenings of video documentaries and thematic exhibitions on production safety accidents, expanding and streamlining channels for complaints and reports, encouraging the public to report major work safety risks, accident hazards, and illegal activities, leveraging the supervisory role of the media, and publicly exposing a number of typical accident cases and cases involving significant hazards are also essential. Furthermore, efforts must be intensified to reach enterprises, construction sites, and frontline workers by stepping up education and training for frontline operators and newly hired construction workers, with particular emphasis on the training and assessment of personnel engaged in specialized operations. Comprehensive emergency rescue drills and knowledge-and-skill training should be meticulously organized to effectively enhance frontline workers’ awareness of and ability to prevent workplace hazards, thereby ensuring that safety training is truly “frontline-oriented” and “grassroots-focused.”

IV. Conduct Extensive Publicity to Foster a Positive Atmosphere for Work Safety

Housing and urban–rural development authorities and relevant organizations at all levels must attach great importance to public awareness and publicity efforts. Centered on the theme “Comply with the Work Safety Law and Fulfill the Primary Responsibility,” they should meticulously organize and carry out the National Safety Publicity and Consultation Day on June 16, innovatively implementing safety awareness campaigns that are popular among the public, diverse in format, and integrated across online and offline channels. In conjunction with the Work Safety Month activities, they should leverage both traditional media such as radio and television and new media platforms like Weibo, WeChat, and short-video apps to strengthen, on multiple levels, through multiple channels, from multiple angles, and in a comprehensive manner, publicity about work safety governance initiatives. This includes briefing construction enterprises and ongoing construction projects on the requirements of these initiatives, promptly reporting on the comprehensive inspections and hazard rectification efforts for housing and municipal engineering projects under construction within their administrative jurisdictions, promptly exposing typical cases uncovered during the governance campaign, intensifying publicity that uses case studies to explain and promote the law, and thereby building strong public momentum. They should also provide timely coverage of progress in the Work Safety Month activities, fully leveraging the exemplary and leading role of government-invested projects, highlighting advanced models in construction-site work safety, disseminating best practices, and striving to foster a favorable social atmosphere in which the entire community cares about work safety and actively participates in safe development. In addition, they should closely follow up and report on progress and outcomes related to gas safety governance, identification and remediation of safety hazards in urban residential buildings, drainage, flood prevention, and wastewater treatment, safe operation and management of municipal infrastructure, and special rectification campaigns targeting the safety of self-built houses.

Housing and urban–rural development authorities and relevant units in all localities shall strengthen their guidance over the “Work Safety Month” activities in their respective regions, promptly summarize the implementation of these activities, and submit written summary reports to the Office of the Work Safety Management Committee of our Ministry by July 6, 2022.
