The Project “Research on Peak Carbon Emissions and Implementation Pathways in Zhejiang Province’s Construction Industry” Has Been Successfully Accepted


 

On May 20, 2022, the Zhejiang Provincial Department of Housing and Urban–Rural Development convened an expert acceptance meeting to review and approve the 2021 Specialized Procurement Project for Urban and Rural Planning and Design Services, titled “Research on Peaking Carbon Emissions in Zhejiang’s Construction Industry and Pathways for Achievement” (Project No.: ZJZX-202108117), which was undertaken by Zhejiang University Architectural Design Institute Co., Ltd. and other participating institutions (hereinafter referred to as the “Research Project”).

 

 

Ge Xinhuan, head of the Science and Technology Design Division of the Provincial Department of Housing and Urban–Rural Development, presided over the meeting. The acceptance review panel was chaired by You Jinqiu, Director of the Zhejiang Provincial Standard Design Station, with Professor Xu Lei of Zhejiang University serving as the deputy chair. Members of the panel included Chen Lijun, Director of the Institute of Energy and Environment at the Zhejiang Provincial Academy of Development Planning; Wang Guoyu, Secretary of the Hangzhou Survey and Design Industry Association; Jiang Jinsheng, Chief Engineer of Zhongtian Construction Group; Li Guanghua, Deputy Chief Engineer of Hangzhou Architectural Design Research Institute Co., Ltd.; and Cui Daliang, Deputy General Manager of Zhejiang Greentown Architectural Design Co., Ltd. Also in attendance were Yang Yi, President of Zhejiang University Architectural Design Research Institute Co., Ltd., along with key members of the project team.

 

 

Project Leader Yang Yi delivered a detailed report on the research project, covering its significance and historical mission in the context of the “dual carbon” goals, the research content and technical approaches, as well as the research outcomes and their application-oriented translation.

The 14th Five-Year Plan period marks the beginning of a new journey toward fully building a modern socialist country and the first five-year span in the march toward the Second Centenary Goal. It is a critical stage of development for building energy efficiency and green building, characterized by both greater challenges and unprecedented opportunities, and it is also a pivotal period for implementing the carbon peak and carbon neutrality goals. The Research Project, grounded in the fundamental characteristics of carbon emissions in Zhejiang Province’s building sector, sets forth the province’s overarching tasks for achieving carbon peaking in the building sector, the pathways to reach the peak, and key policy measures, thereby ensuring clear guiding principles, well-defined objectives, a scientifically sound indicator system, prioritized and salient tasks, and robust supporting measures.

The acceptance panel unanimously concluded that, based on a thorough review and analysis of the current status of carbon emissions in the construction industry both domestically and internationally, this project conducted statistical analysis of energy consumption and carbon emissions in Zhejiang Province’s building sector. Taking into account the province’s level of economic and social development, the project carried out a scientifically sound assessment of future trends in carbon emissions in the building sector, proposed an implementation pathway tailored to Zhejiang’s specific characteristics for achieving peak carbon emissions and carbon neutrality in the building sector, and produced two key research outcomes: the “Special Action Plan for Peaking Carbon Emissions in the Building Sector” and the “Special Research Report on Peaking Carbon Emissions in the Building Sector and Its Implementation Path.” Furthermore, the project successfully completed all planned research tasks and performance indicators, with findings that are both operational and readily implementable, reaching an internationally advanced level.

The study on “Peaking Carbon Emissions in Zhejiang Province’s Construction Industry and the Pathways to Achieve This Goal” provides a relatively scientific and objective methodology and practical experience for our province and its cities in implementing carbon-peaking and carbon-neutral initiatives in the construction sector, and holds strong guiding significance for promoting high-quality development of Zhejiang’s construction industry and achieving the goal of peaking carbon emissions in the province’s construction sector.
