The Rebirth of Tonglu Expressway Service Area
Nestled amid the green hills and clear waters of the Fuchun River basin, a newly-upgraded five-star expressway service area stands as a landmark of low-carbon development. As the general EPC contractor, Zhejiang Dadi oversaw the full construction management of the Tonglu Service Area renovation project. By integrating ecological design, emergency preparedness and smart technologies, the project sets a compelling benchmark for low-carbon transformation in transportation infrastructure.

Green Building: Embracing Low-Carbon Construction Principles
Conceived with sustainability at its core, the project complies with China’s national Three-Star Green Building standard. Over 40 % of construction materials are eco-friendly, delivering more than 50 % overall building energy savings. It has obtained both the Three-Star Green Public Building pre-certification and Ultra-Low-Energy-Consumption Building certification. The south-zone complex achieves 100 % energy-saving performance, with renewable energy exceeding 200 % of its on-site demand.

Adopting a full-lifecycle sustainability approach, the facility features smart building energy-management systems and building-integrated photovoltaics (BIPV) to optimise natural lighting, ventilation and equipment loads. Photovoltaic carports covering 14,000 m² span the north and south zones, generating around 3 million kWh of electricity annually and cutting carbon emissions by approximately 2,312 tonnes. It also implements Membrane-Aerated Biofilm Reactor (MABR) wastewater treatment — a first-of-its-kind solution for expressway service areas across Zhejiang Province. The design balances practical travel-related functions with long-term environmental protection.
Green Energy: China’s Largest Expressway PV-Storage-Charging Complex

Beyond serving heavy-duty vehicle refuelling needs, Tonglu hosts China’s largest integrated photovoltaic-storage-charging hub on the national expressway network. It offers 216 charging bays, supporting peak-time charging for over 6,000 vehicles daily. Thirty-eight liquid-cooled ultra-fast chargers in the north zone deliver up to 600 kW per gun for rapid vehicle recharging.

With 3,096 kW of installed PV capacity paired with a 430 kWh on-site energy-storage station, the site maximises local green-power consumption and smooths peak-period power demand. This development advances Hangzhou’s logistics efficiency and cost-reduction goals, and offers a replicable model for low-carbon transition in Zhejiang’s transport sector.
Society Recognition: A Transport-Sector Showcase for the “Two-Mountains” Vision
Rebranded under the theme “Fuchun Impressions · Tonglu Garden”, the upgraded service area has evolved from a conventional highway stop into a garden-style, near-zero-carbon smart facility, attracting attention from government officials and industry peers.


Senior officials including Zhejiang’s Provincial Governor Liu Jie, Vice-Minister of Commerce Yan Dong, and national transport authorities have toured the site, praising its “Drivers’ Home” amenities, upgraded commercial spaces and innovative service framework.

The inaugural 2026 Highway Travel Service Ecology Annual Conference was held on-site, drawing nearly 200 national-level industry delegates. Attendees commended how the project merges renewable-energy infrastructure, Jiangnan landscape aesthetics and user-centric services. Blending peacetime-emergency dual-use functionality with low-carbon design and local Fuchun cultural heritage, it serves as a prominent real-world demonstration of the “Two-Mountains” philosophy within transportation.

The Tonglu renovation project exemplifies Zhejiang Dadi’s focus on green building delivery. Sustainable principles — spanning design, construction, material selection and renewable-energy deployment — run through every project phase.


Rooted in the historic Fuchun landscape, the service area acts as a public showcase for ecological progress, linking present-day transport needs with long-term environmental goals.
