Article 3 This standard is applicable to determine the hidden dangers of major production safety accidents in the construction, expansion, reconstruction, and demolition of housing and municipal projects.

Article 4 Construction safety management under any of the following circumstances shall be judged as a major hidden danger:

(1) A construction enterprise engages in construction activities without obtaining a work safety license;

(2) The main person in charge of the construction unit, the person in charge of the project, and the full-time safety production management personnel have not obtained the safety production assessment certificate to engage in relevant work;

(3) Construction special operators have not obtained the special operator operation qualification certificate to start work;

(4) The special construction plan has not been prepared or reviewed for the sub-projects with high risk, or the experts have not been organized to demonstrate the special construction plan "over a certain scale of the sub-projects with high risk". .

 

Article 5 If the foundation pit project has any of the following circumstances, it shall be judged as a major hidden danger:

(1) Failing to take special protective measures for the adjacent important buildings, structures and underground pipelines, etc. that may be damaged due to the construction of the foundation pit;

(2) The earthwork of the foundation pit is over-excavated and no effective measures have been taken;

(3) There is no third-party monitoring for the construction of deep foundation pits;

(4) There is one of the following risk omens of foundation pit collapse, and it has not been dealt with in a timely manner:

1. The deformation value of the supporting structure or surrounding buildings exceeds the design deformation control value;

2. There is a lot of water leakage and flowing soil on the side wall of the foundation pit;

3. Piping appears at the bottom of the foundation pit;

4. The depth of soil loss holes between piles exceeds the pile diameter.

 

Article 6 The formwork project shall be judged to be a major accident hidden danger if one of the following circumstances occurs:

1) The foundation bearing capacity and deformation of the formwork project do not meet the design requirements;

(2) The construction load borne by the formwork bracket exceeds the design value;

(3) When the formwork support is removed and the sliding form and climbing form are climbing, the concrete strength does not meet the design or specification requirements.

 

Article 7 A scaffolding project shall be judged to be a major hidden danger in case of any of the following circumstances:

(1) The foundation bearing capacity and deformation of the scaffolding project do not meet the design requirements;

(2) No wall-connecting fittings are provided or the whole layer of wall-connecting fittings is missing;

(3) The attached lifting scaffold is put into use without passing the acceptance inspection;

(4) The anti-overturning, anti-falling or synchronous lifting control device of the attached lifting scaffold does not meet the design requirements, fails, or is destroyed by artificial dismantling;

(5) During the use of the attached lifting scaffold, the cantilever height of the frame body is greater than 2/5 of the height of the frame body or greater than 6 meters.

 

Article 8 Hoisting machinery and hoisting projects shall be judged as major hidden dangers in case of any of the following circumstances:

(1) Tower cranes, construction hoists, material hoists and other hoisting machinery and equipment have been put into use without passing the acceptance inspection, or have not been registered for use in accordance with regulations;

(2) The tower crane's independent lifting height, attachment spacing, and the maximum overhang and verticality above the highest attachment do not meet the requirements of the specification;

(3) The attachment spacing of construction lifts and the maximum overhang and verticality above the highest attachment do not meet the requirements of the specification;

(4) Failure to inspect the structural parts, jacking mechanism and attachment devices, as well as connecting parts and safety devices such as high-strength bolts, pins, positioning plates, etc.

(7) The bearing capacity and deformation of the foundation foundation of the construction hoisting machinery do not meet the design requirements.

 

Article 9 If one of the following situations occurs when working at heights, it shall be judged as a major hidden danger:

(1) The bearing capacity and deformation of the foundation of the supporting structure for the installation of the steel structure and the grid frame do not meet the design requirements, and the supporting structure for the installation of the steel structure and the grid frame is not equipped with an anti-overturning device according to the design requirements;

Article 11 If one of the following situations occurs in the limited space operation, it shall be judged as a major hidden danger:

Article 12 In terms of demolition projects, if the sequence of demolition construction does not meet the requirements of the specification and construction plan, it shall be judged as a major hidden danger.

 

Article 13 Under any of the following circumstances, the underground excavation project shall be judged as a major hidden danger:

(1) Relevant measures have not been taken during construction with water on the working surface, or the groundwater control measures have failed and the construction continued;

(2) Water gushing, sand gushing, and local collapse occurred during construction, and the supporting structure was distorted and deformed or cracked, and there was an increasing trend, and measures were not taken in time.

 

Article 14 The use of construction techniques, equipment and materials with a relatively large degree of harm, which may lead to mass casualties or cause heavy economic losses, shall be judged as major hidden dangers.
